Add bank to withdrawl but got error

When I went to add bank account, I added swift code, bank name, card number

But when I click submit, it gives an error like below, what should I do

Please specify more so I can withdraw money to the bank.

same... my linked bank account was recently removed

I wanted to add it today to withdraw and I'm getting error too... and can't contact help center, only bots... got some 1h code for help center call, they should be working, but it says no one is available.

 @Temp20230401B, I'm sorry to hear you've run into some issues adding a bank to your PayPal account. Based on the error you've provided in your screenshot, it sounds like there may be steps in your Resolution Center that require your attention. 

@viviviha, Are you seeing the same error as @Temp20230401B? If so, I'd recommend checking your Resolution Center as well. If not, you may want to try the steps listed in this Help Center article: Why can't I link a bank account to my PayPal account?
